"We need to strengthen communication, establish an international internet governance system based on multilateralism, democracy and transparency, and form a web space which is peaceful, secure, open and cooperative," says Lu Wei, minister of Cyberspace Administration of China."The internet is a cross-border web, while every country has its own law. Experts say internet governance needs a system which involves several different bodies, and China’s proposal is practical. Official data show that China currently has over 600 million Internet users. The number is expected to reach 850 million by 2015."
